we have a sunken garden at 0,9m below ground level at or slightly above water table level. Result is flags are always green in winter and heavy rain pushes the pointing out followed by weed growth. Should I think about re-laying with a dpm under a new sub-base across the whole site ?

hmmm,would be expensive to install drains,can you not take up the flags,add 2-300 mm of type 1 then relay above the water table? cheaper option

A DPM won't improve matters: the water level will simply rise above it and still flood the area.
As Mr Lout says, raise the area above water table level. The only other option would be to install an interceptor drain around the sunken garden and find somewhere for it to outfall, which would have to be either a point where the WT is lower or into the local surface water sewer system, which is a bit on the naughty side.
