Hi
I have just had my drive scraped back and retarmaced in a strange type of red tarmac (can only describe it as burgundy)
I have discovered that a tack coat was not applied prior to tarmacing.
How important is the tack coat , is it an industry standard to apply it when overlaying onto concrete.
I am currently with holding payment.
I would be grateful of any advice

It would be considered normal practice to apply a tack coat onto concrete if overlaying.
Not an ideal situation, it would be better for the concrete to be broken up and removed.

im not really a tarmacer but i have worked on the tarmac in times of need,i have seen it done both ways ,and really what is important is what you were priced for.
if you said "i want a budget job,to brighten it up" then what they have done is what you asked for.
if you said "i want the best possible job" and they said they would do A,B,C, and they havent, then you are probably right to withhold
really it all depends what you were quoted for
sometimes you have to question the motives of people who start telling you what they think should have been done after the job has been done,if they know so much why didn't they do it???
