Is it normal to have a number of small (1mm diameter) air bubble holes in man-made paving slabs or am I about to buy defective slabs?

Yes - these are cast slabs. There are quite a few holes though.

Pinholes are a good indicator of casting quality. The top quality products have few or none: the cheaper stuff can be quite honeycombed in texture.
