Laying flags on concrete steps

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

Hi,

I have constructed a multi-level patio with concrete steps joining them. On the patios I have used a cement and sharp sand semi dry mix as a bedding layer. But what should I use to bed the flags onto each of the concrete steps. Should I use a cement sharp sand mix again, or should I be using a cement building sand mix for extra adhesion (as I obviously don't want the flags to work loose off the concrete steps as this would be a safety hazard). Any help or advice would be much appreciated.

As an added strength you could paint the back of slabs and the steps with some PVA/Cement/Water mix

i would add PVA or ronafix if you can get it to the mix, and yes would make it a lot wetter
and would ask the client not to stand on the edges for a day or 2 (which they normally seem to love doing)

tell me about it lol....funny how slabs are fine and then rocking the next day when they have been out the night before inspecting.
