Laying over existing concrete - How do you lay paving onto old concrete?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

My better half has picked out Stonemarket Yorkstone paving for me to lay in the back garden. The problem is that half the garden was concreted over before we bought the house (sometime oover 10 years ago). The concrete looks OK, a few largish cracks, but isn't loose or deteriorating and it was well laid to slope away to a drain at the end of the garden. I've got no problem with the finished height if I lay on top of this concrete as the back of the house is raised and there's 6 or 7 bricks to the dpc.

Can I lay on top of the concrete? If so, what do you recommend as a mortar/sand base and should it be wet or dry?
