Help....dry mix pointing didn't set - Have i done something wrong?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

First of all ....Hello! I am a newbie to the site and general DIY'er!

Ok so I have finished my first patio and it was up to 7pm last night and the grouting had to be done. Bless her, my wife opted to do it as I had 'done the hard work' :D Although I was very glad because patience isn't a virtue I was blessed with.

Anyway, we did a mix of 5:1 Building sand to cement and she spent 4 long hours putting it in, tapping it down and smoothing it off, very carefully!

We then sprayed a fine mist of water over the entire patio as that is what we had been told. Finally finished at 11pm last night.

Needless to say that we were really looking forward to seeing the finished product this morning.

But..... I awoke this morning to find that it looked a little flaky and upon inspection it appears that the grout is still very dry and very fine to touch.... in fact a little light rub the with the finger and it is easily moved...... (no comment please!)

What have we done wrong? I do not want to take the whole lot out and re-do it with a semi-dry mix as I have been advised?

Can I just keep wetting it in the hope that it will bond? I want to take the lot out and start again with a semi-dry mix, in fact reading some posts in here it appears that is the preferred method?

Is there another option???? What have we done wrong?
