I wish to flag a path with a gradient of about 3.5 to 1. As I will use it to wheel a wheelbarrow are there any flags with "grips" built in. Also is there any special needs in laying it?

Take a look at "Bar Face Paving"...
...these are 600x600mm flags that are often used on ramps and also as edge flags on the new 'easy access bus stops' as they provide improved traction.
You will NOT find them in places such as Travis Bloody Perkins, but they can order them in, if they can be arsed. You will be able to get them via a dedicated civils merchants such as Cooper Clarke, Burdens or UGS.
They are laid in the same way as any other concrete flag and the only advice I need give is that you should start laying at the bottom of the ramp!
