Good luck with your endeavour and I admire your tenacity in this matter and agree with you wholeheartedly, it is time this government should act on this type of issue. However, the ridicules amount of restrictive legislation, mainly from the EC, particularly in the area of employment protection, makes the dissolving of a ltd company and re-starting a new one, is a practical way of running a business to overcome these ridiculous restrictions. It may have been a lot easier to have had sent someone round to explain the facts of life to this man.
