Planning to re-lay a new patio in place of a current one (need to drop the level down by a few inches)

What if the best material for laying the new slabs on?

I noticed that the local authority, when laying new paving in the street, use a dry mix (presume of sand & cement) and then wet mortar for pointing. Have also seen on tv when slabs are laid on wet mortar.

Is this the best method?
