Flagstone patio with no mortor - What do i put in between?

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

I have a large area of flagstone put together. I put down a weed barrier, 2 inches of gravel, then 2 inches of less course gravel on top. I laid the stones (they are irregular pieces with irregular thickness') without mortor. I initially wanted to put small pebbles between but realized there would be nothing from keeping the stones from moving. I read on the site about the mixture to put between but I'm now worried that without the mortor beneath the stone, that the bonding between won't hold.
Can I still bond the stones, or is there a way to still use the pebbles with some sort of bonding agent?

If you have no support under the paving which you have not by the sounds of it, then you are wasting your time going any further with the project, sorry but it sounds like you need to start again. Lay your paving as described in the site and then you can use whatever you like to point or fill the gaps later.
