The website & previous brew cabin correspondence has answered most of my questions on laying flags on an old concrete base. I have one more left. My existing 11.7m x 3.4m x 0.3m base has a fall of between 4 & 5 inches over the 3.4m width depending on where you measure it which is somewhat excessive. Can I safely lay a 10:1 semi-dry mix to the necessary depth to reduce this. If not then how can I best prepare for a more sensible gradient before laying the flags on the recommended 30-50mm bedding?
I really want to avoid having to break up the existing base!

Yes: you can 'regulate' the existing base by adding 10:1 bedding mix that is thoroughly compacted.

When it comes to actual laying, the bed of loose material should be nnot more than 50mm depth otherwise it's difficult to get proper consolidation, so any 'make up' (more properly known as regulating) should be done beforehand.
