how much per m2 labour only would it cost someone to lay crazy paving

Depends on the area involved, and the amount of preparatory work. Also, there is hell of a difference between a really wel-laid area of crazed paving and a poorly-laid patch. When properly laid, crazy paving takes around 3 times as much work as standard paving and so it's about 3 times the price.
