Help with air brick levels

Hi, I have an existing concrete base which I want to install a layer of 20mm depth porcelain pavers on. We have air bricks in the walls as we have a raised floor. Currently to the bottom of the first row of holes in the air brick at the lowest point is 70mm. It does slightly increase in height as there is a noticeable gradient along the concrete base. The DPC is above the air bricks.
Question: Can I install 20mm depth pavers up to the brickwork? I have been told by different tradesmen a combination of yes, no, install an aco drain and leave a gravel strip. Really grateful for advice as I am confused by the different answers. If you need any more info or details please let me know
