they're called jetty's not docks and it's not going to be the most straightforward thing you've ever done. Best speak with the local council planning and environmental officers about how best to in about it. They'll need a planning application along with full drawings wildlife survey and impact assessment amongst other things. You used to be able to do what you wanted where you wanted in Ireland but the eu has forced them to get their sh*t together. Their are other issues to about using machinery around water they may stipulate biodegradable oils etc and specific untreated timbers and fixings. If you go solo and just throw something up without consent or at least letting the locals know then you'll probably get into trouble.
