1) The MOT has not compacted smoothly. Lots of large stones are laying on the surface.
Q) Will this be OK or should/can I buy more of the concrete dust it came with to fill in the gaps? Any other advice to solve this would be appreciated.

2) Google gives various sand depths before screeding. Some are totally compacted, some not compacted at all, and some a mixture of compacting then topping up with uncompacted. Can anyone tell me which method I should use and the depths?

is this for block paving or a patio?
if it hasnt compacted use a heavier wacker or ped roller
85kg minimum really
for block paving ideal sand depth is around 40mm
for a patio ,you want around 40-55mm of laying depth

its blockpaving for a driveway.

should I compact more than 40mm of sand, then screed off the top to a final depth of 40mm?

you need to aim for a finished amount of 35-45 mm so 50-60 precompaction then screed off the excess
