isn't it just a matter of lifting all the blocks and then putting the new ones down, kiln dried sand and then vibrate the blocks ?

what figure should I be looking at?

Depends on what's happening to the blocks that are being replaced.
I can't speak for other installers but I'd do it for £45 per m2 and supply the blocks.
There's only 2 days work there at the most.

This is the number reason why I became a contractor. Never, ever leave a job site or the customer unless it looks absolutely stunning. I am sorry you got less than what you desired. I can promise you, had I done this I would have not left your property without it looking perfect.
