Edge pavers not sticking - Pacers edging

I've started laying the edge course of a clay paver path. I've used the suggested concrete 10mm. 6 aggregate 3 sharp sand and 1 cement. my first mix was dry and hasn't really set, still crumbly after a week. The next mixes I added water but not a lot set really hard. However the pavers are not really sticking to the concrete some just lift off. What am I doing wrong. What can I use to stick them down.

after being laid on at least 150mm of the lean mix you describe they should have been haunched with a much wetter stronger mix with the addition of around 100ML of SBR to every mix
they need to come out and be done again
