I have noticed that some block pavers have a textured look with the aggregates exposed on the surface

is it possible to expose the aggregate on new blocks that have a smooth finish by for example pressure washing?

It is possible but I doubt very much you would like the results.
Argent paving has exposed, textured surface and so does highly trafficked, overly pressure washed block paving.
The first looks lovely and the second looks awful.

Acid can take the skin off the pavers to.

Those are the result of time and wear and on brick acid as Sean suggested.
