looks to me as though the chamber that the handle fits into is full of detritus.
HAve you tried sticking a pressure washer into the area and trying to blast the area clean?
The keys are built in, so not sure if you can buy a replacement. best contact the manufacturer

Blasted all the dirt and sand out last summer, and it would not budge. Its as if it is hitting somthing solid, when i try to push it down.Need to have a search online till i can find the same type of drain cover and who the manufactuer is.
Thankyou for the reply.

When I worked in IT server support we had a chart printed on a0 behind the duty managers desk it was a series of words and we'd randomly pick a word from each column so you could baffle a user saying of yeah it was a "random stack overflow" they'd never question it blind them with techno jargon, not we don't know why it did that but it did we rebooted it and its now fine.
Just tell her there was a friction misalignment in the receiving coupling that'll do
