All but one of the quotes I've had have 100mm hardcore as the sub-base, only one has 75mm sand/cement, this last one being the cheapest.

Is one method easier than the other? The paving is sandstone and for a patio in the garden (no cars). We have chalky soil (Chilterns) and no flooding issues. The 'laying flags and slabs' page says a sub base will not normally be required so is there over-engineering going on?

75mm sand and cement means less digging out, less spoil to takeaway (100mm total), the other method needs 160mm. More difficult to lay on 75mm bed of sand and cement, never tried it but I would imagine you couldn't walk on them as you lay them or you will knock them loose.
The hardcore sub base will be stronger too.

I think everyone here uses 100mm type 1 for patio sub base and all but one of your quotes has said 100mm which should tell you something about the cheapest quote.

dont look at the prices look at the most detailed and specific quote
then look at the prices
if you pay cheap you may end up paying twice if it fails

100MM type 1 all the way from here in the east chilterns
