Top or bottom? - Where do i start?

I am laying a block paving pathway as part of larger driveway that will be mostly tarmac. The ground slopes front to back about 8 inches over 7 metres. Does it matter if I start the pathway at the bottom (near the road) or at the top (by the front steps)?

Id start from the bottom upwards, its just easier, its more important on increased gradients to start at the bottom :)

Start at the bottom because then the blocks lay back on themselves instead of sliding away from you.
