any idea on how to block at the edge of this wall without it moving once the surface concrete has been removed

well if the vertical edging is sound you can block to it, otherwise you would have to break it out and build a 225mm retaining wall.

if you block to it,i would bed the perimeter blocks on lean mix

What's the retainer edge? Is it cast in-situ or is it a standalone structure? I can't make-up my mind from that photie as to whether it's a cast concrete wall or it's a flag-on-edge.

So it has to stay in place? How much will remain? Will the paving need to be laid over the top of it?

Anchor bolt a length of angle iron to the edge of the existing concrete. You need an L-profile angle iron roughly 100mm x 75mm. Fasten the 100mm face to the existing concrete ensuring the bolts are somewhere around 75mm back from the face of the wall.

Next, bed your edge course or kerbs on a SBR mortar over the angle iron. The SBR will provide excellent adhesion while the upright flange of the angle iron acts as the retainer.

Given the perilous plunge to the lower side of this driveway, I'd be mightily tempted to use the kerb-with-upstand option rather than the plummet-over-the-edge version shown on the right.

TBH irishpaving ,you have had a lot of help on this one,and the gaffers looks the best, in the past i have offered to do a neighbours drive at cost in this scenario and they still didn't bite.
the last solution looks good if complicated,if you build a wall it has to be 225mm thick,which reduces the drive
