Having just finished my driveway which has been hard work but looks great, my neighbour has now got a couple of lads doing his, also in block paving.
Watching them yesterday they have dug out about 6-8ins and put Scalpings straight onto the ground, and are now starting to lay the outer bricks.
Can this work without using any type of sub base/hardcare? the ground was I beleive very hard would this be enough.

6" isn't enough, 8" is just enough only if the sub-grade is very firm and they are going to use 50mm blocks.

You don't need anything under the scalpings (assuming that, like here, scalpings in your neck woods = DTp Type 1) unless you have to build up an area.

It doesn't sound promising.
