Block paving onto an existing concrete drive

Can I lay a block paving onto an existing concrete drive using the drive as the rigid base layer with the sand on top of it.It is slightly sloping and will have one car running on and off it.

no, not really.
if you want to use an existing rigid base your top must be rigid construction too i.e. laid on cementious bedding
better to rip it out and get the levels right
