Starter course height??

I am ready to put the main bricks down and have compacted and screeded sand to 5 cm height. my question is, when I put my blocks on the sand should they be sitting a little higher above the edge course?

5-10mm to allow for further compaction when whacked (it could be the goodfellas type whacked for the next person who asks a silly question :( )
