Almost ready but have 2 questions - How close to compact to the edge

Firstly, thanks to everyone who contributes here...its an extremely helpful resource for DIY's like myself.
I have a question i would appreciate some expert advice on, I have dug out and now ready to lay my edge courses on a concrete bed and haunch as per the website, no problems doing that. However when i lay my base and compact it, im worried that the wacker plate could vibrate the blocks off their bed...? how close do i need to wack to the edge course?
My second and last question is a little harder to explain. Im governed by levels around the drive and am forced to lay kerb stones from the house to the pavement adjacent to the drive. However the kerb needs to fall from a 6inch kerb down to nothing..again no issues apart from one. If I use a half battered kerb or bullnose, then when i meet the public footpath at 90 degrees then the top of the kerb must be in line with the public footpath leaving my block paving substantially below the public footpath as this must be at the bottom of the half batter or bottom of the bullnose. (does that make sense?)...does anyone do a series of block tapering a half batter to nothing or bullnose to nothing?

Its kind of hard to explain. I have the kerb i need to set going down the right hand side of the drive. I want the drive level with the public footpath but the garden to the right of the kerb (high side) goes from public footpath level to + 6 inches above drive level adjacent to the front door (approx 5m length of kerb). So yes I can have the top of the kerb set above public footpath level but this will look weird and will have a protruding edge. Everyone may say just dig down the garden level but its artificial grass and is shared with a neighbour.
As for the wacking, yes its the MOT i was on about, just wondered how close to get to the edging strip without disturbing the set edges.

Thanks guys...i have been looking at the job again and think i have sorted it, its gonna cost a bit more but i think i can return the kerb along the public footpath in order not to have that raw edge, thanks for the input though.
I would still like some advice on how close to wack the MOT to the edgeing strip though if you dont mind.
