You can bond new concrete to old using Ronafix (a liquid) mixed with cement to form a bonding primer. Mix is 1:1 by weight or volume. Prep the old concrete to remove loose material, grease, oil, dirt, dust, laitence, at the very least using high pressure water jet. If very friable, weak, unstable then you'll need a mechanical scabbler or plane to take off the top few mm and leave you with a good quality hard concrete substrate.
Clean, leave damp, brush on primer, and apply new concrete or screed before primer dries. If you include Ronafix in the concrete you can lay at a minimum depth of 25mm.
