How to lay? Read the effing website!
Pricing - Shop around. you can get Marshalls' Tegula for less than 21 quid, and you should be able to get Tobermore Tegula for even less. Pavestone tumbled block is a budget brand, and not in the same league as either brand of Tegula, in my opinion. The colours aren't as good, they aren't as fade-resistant, and the concrete seems "crumblier". I know I'll probably get grief from Mr Pavestone for this, but I have to maintain my reputation for constructive criticism: I know a dozen, maybe 20, contractors who will not sully their reputation by using Pavestone blocks because of customer dissatisfaction with colouring, fading and breakages. In the words of the prophet, you gets what you pays for.
