i have just laid my edging coarse on min 100mm concrete whitch is solid BUT they can be lifted up not side -side, is this ok & will the pavers & filling sand hold them in place,

No problem if the edge blocks don't bond to the concrete bedding. As long as they cannot be forced downwards or outwards (spread), then they will be fine.
