I wish to lay a block paving soldier course, but am unsure how to lay against the brick wall.
The wall is a single skin with End piers and intermediate piers.
Should the soldier course follow the contours of the wall and piers, or should I lay a straight course between the piers and infill with concrete/mortar?

Lay the edge course tight to the wall and cut block to maintain the line where they lie against the pillars and piers.

Should these soldier course be laid on a concrete base?

Strictly speaking: no, as the wall should hold them in place, as fare as spreading forces are concerned, but in my experience, it's much eaiser to bed them onto a lean mix concrete and then use them as a reasonably stable screed guide than to bed directly onto sand and hope they don't get disturbed.

One more question....
The road is out of level, should the soldier course/blockpaving follow the "lay" of the road or should they be set to a true level?

They should ALWAYS be set to true level.
If, at some later date, the road level was to be corrected, you wouldn't want to have to re-lay all of your edge courses to suit. Get the edges right and your paving will be right.
