Subbase membrane? - The use of above ?

I am about to embark on a block pave project, and I have been reliably informed of a "membrane" of sorts which is laid in the bottom of the "dug out" hole, beneath the subbase,I've never heard of this before,any views?

First of all, I moved this post, as you posted it in the wrong place.
