The Brew Cabin

I'm laying 1" thin pavers around my pool deck and it's slow going. My problem is getting the pavers to lay perfectly flat on the 1/3" screeded sand bed,( on top of concrete ). I'm laying them on the sand then tapping them down with a rubber mallet. I think this is what's causeing me grief. Can anybody please give me some tips on laying these pavers?
Also, should the sand be bone dry or slightly damp?

Have you considered setting the pavers in thinset, like tile-setters use? I can't imagine the application you describe remaining stable long-term, especially near a pool.

Hopefully the pros will have a better solution.

I suspect the original poster, Mike, is one of our North American visitiors - "pool deck" is not an everyday term used in Britain or Ireland.

Regardless, anything only 1" thin (25mm in modern parlance), is technically a "tile", rather than a paver, and given that this is an area likely to be inundated with water, I'd have thought some form of waterproof outdoor tile adhesive would have been a better bedding option than sand. Just getting sand only 1/3" deep (8mm) to compact evenly is a major challenge!
