I have had my front garden professionallyblock paved earlier this week. I am conscious of the fact that I need to keep the joints filled with jointing sand but it has rained since the contractor left. Is it still ok to refill joints where required providing the actual surface of the paving is dry. Will the rain affect the new ly jointed paving

yes and yes!!!!!!!! if the rain makes the fresh sand settle do the same prosess once again when the paving is dry, untill all the joints are completey full. And then again if nessasary.

Ken's right - you need to keep topping-up those joints until they'll take no more.

In a perfect world, the Contractor will return after 4-6 weeks and check the joints, topping-up as required, but it seems that less than 1 in 10 contractors bother with this ESSENTIAL bit of maintenance. Once the cheque has cleared, they don't want to come back, yet it is such a simple and effective bit of 'goodwill' that ensures the client passes on their name when passers-by ask who laid the paving.
