If you look online there's lots you can do to help. Anything would help. Its unfortunate to say but I think there's going to be a lot more weather related disasters happening in the UK. Recent gobal warming talks in paris have got to be positive but I think it's too little too late. Read some info on PE website and it was quite thought provoking about as more land is built upon with nonpermeable surfaces it puts the surrounding areas under much more pressure. Environmental terrorism is often overlooked.
Hopefully 2016's better to the flood victims.

I know cookie lives in York
wonder what his thoughts are?
buying a house on a floodplain or next to a "babbling brook" may seem like a good idea at the time...
IIRC only 2% of the UK is even built on
with weather I do wonder what the answer is 5 years ago we were suffering from drought
but chucking billions at flood defences seems a waste to me as they are never good enough
better to actually stop developers building on flood plains
oh wait a minute they are the tories mates???

For Cumbria I think the Cumbria Foundation is helpful. As a Cumbrian myself that's who I've given to. (Sadly I haven't lived there for 68 years!)
But I'm sure all the other areas will have similar appeals.
While on the subject the Cumbria Council have some interesting YouTube videos about the technical problems of patching bridges and in particular the Dunmail Raise road collapse. ( https://www.youtube.com/watch?v=NzlMXou8oXE )
