If only it was only in the US!
Those with longer memories might recall on the day the M25 was officially completed as a big circle and opened to traffic, an almost identical incident occurred causing all sorts of fun and games.
When they came to dig out the 'pothole' they found an entire arched mudguard from a tipper wagon had been buried right-way-up within the sub-base. It had survived when the sub-base was regulated and rolled, and even when the untold number of blacktop layers were placed and compacted. It was only when it was exposed to repeated, almost non-stop trafficking by HGVs and the like when the m'way was in full service that it 'failed', collapsing under the dynamic load to leave a bit of an embarrassing crater!
