Ive been asked by a potential customer too (by my) standards bodge a job, im planning on sending the guy a quote to do the job properly, what would you guys do?
He wants me to lay second hand flags over an existing paved area of shoddy flagging. To me i would pull it all out and start again with new flags or second hand if he really persists?

Make him aware that it is a bodge job. If you need the work do it, make him sign something stating that he is aware that it isn't best practice and that you aren't responsible from any problems and that you won't guarantee the work.
If you don't need the work tell him to cram it.

if you need the work do what he wants but make sure he's aware of your reservations. If you don't need the work then leave it and let someone else worry about it.
