You can use it Cookie it's cropsafe but you need to get advice from the supplier about timing if it's a pre crop application.

Mares tail has a waxy coat so as Stuarty says, brake the seal with bruising, then paint on the weed killer. If you put diesel in the ground, it probably will kill it (back anyway),and everything else for years to come. It will take several seasons to really die back properly, its very invasive.
Digging down is a major job and probably would encourage it as the soil has been disturbed .

Google horticultural and construction training centres in your area it's usually 3/4 days long for the first timers.

TBH most Agri merchants don't give a damn as long as you're buying they'll sell it. I've got all the tickets but never had to show any to buy chemicals here or in the UK.
