the weepholes are a dead giveaway that there is a cavity tray behind them
IMHO that is spot on to current regs

LLL is spot on. Nearly all new builds are built with flush threshold patio/paths for wheelchair access.
To get over breaching the 150mm below dpc rule, the house is built with a tray dpc. There will be a dpc at floor level on the inside skin, then an 18 inch wide dpc spanning the cavity from outside up onto the first course of blockwork on the inside skin, hence the weep holes showing in your photos.
There also may be a second dpc 150mm higer on the outside skin too.
