I'm not as familiar with coloured asphalt (all of it here in the Colonies is black, black, or black) -- so some of the others will have to answer -- could this be a bit of unmixed asphalt that has bubbled to the top of the brown binder?

Doesn't look like oil stains and doesn't look like fertiliser as they usually look/go like rust spots. You could try a light bleach wash, if it is organic, then it will go,and even the surface out.

Looks a bit like the dreaded Black Algae to me ?
If it is, then standard type bleach won't touch it but you could try something like Algon or better still try some oxygen bleach type product with Sodium Percarbonate as the active ingredient.
But always remember before you put anything on it you should first test it on an inconspicuous patch just to be on the safe side.
