Strange rust marks on indian stone - Markings keep apperaring- very confusing

Patio flagstones (slabs), concrete flags, stone flags including yorkstone and imported flagstones.

marks look too soft to be iron staining.. regular shapes look like droplets...and they are directional someones spilt summat onto stone imho. But if you change the stone and it reappears shortly after see the client and demand re-imbursement. cos they've been doin summat to affect the stone and not your work:)
general builder, maintenance engineer, gas and plumbing installations, extensions etc
