sorry guys i am not sure if this question has gone thru already, but excuse my repetitveness if it has....If a new build has the downpipes already connected to a number of soakaways and the owner gives me permission to connect my aco channels to them...is this within the law?

There's no problem draining to an existing soakaway (or other suds installation), assuming that the soakaway is capable of dealing with the additional input.
Most new build soakaways are genuine soakaways rather than rubble-filled holes, and tend to have a significant over-capacity, so unless you were draining, say, more than 100m² of hard paving, it shouldn't be a problem. If you have any concerns, see if you can find out the size of the soakaway and the ground permeability, which would allow you to determine whether or not it was suiitable for additional work.
