It's a difficult one as it can be perceived as slight desperation even if it's not the case.
I don't normally chase quotes up but decided to do so a couple of weeks ago as I am trying to generate as much work as possible even though we're busy. I chased two and don't think I have got either. The first (by email) I think was on price. The second (by phone) I think I may have come across or was perceived as desperate.
So I reckon an email is best.
The ' just checking you have received it' email is probably the best prompt without coming across as desperate.
Dave, I think your email is fine and if it prompts dialogue then all good. People will appreciate that you are suggesting ways to save them money.
I find It's always a bit of a psychological battle when it comes to quoting.

I feel any kind of follow up is chasing
we always finish a quote with "please do not hesitate to contact us if you need further advice or assistance"
to me thats it
9/10 never tell you they havent given you the job,it just goes quiet
it doesnt really bother me anymore

I finish our quotes off with
"We trust the above is of use to you as we await your reply"
Seems sensible without being OTT. Don't get me wrong we do get some clients who reply and say "Yes please!" and some who simply reply saying "It is more money than we anticipated" - either way it is nice to know.
