I have three exterior painted concrete steps that I want to lay slabs on. Do I have to remove the paint first which I believe is masonry paint and looks quite thick. If I have to remove the paint what is the best way to do this?. Thanks.

You may find that after removing the paint that the remaining surface is to smooth to take mortar anyway. So first as last just disc cut a criss cross of grooves into the steps so the mortar has a good purchase.

A bonding primer of SBR and cement, 1:1, will certainly help.

Thanks for that, grateful for the help. Should I try to remove the paint and include Lemoncurd's tip of the disc cutting before applying the bonding?
