Unsightly garage wall - Suspect jealous neighbours

Currently ending the summer project of completely re-hashing the garden. Have put in land drainage, built new retaining walls, new shed, decking and imprinted concrete for patio and driveway, however I require advice for the neighbours. Everything is looking really good apart from the side of my neighbours concrete slab pebble dashed garage wall. I asked him if he would have any objection to me painting it. He has said he doesn’t want me to – he can’t even see the wall in question. No explanation was given and this really upsets me. This is on the boundary and due to being higher up the hill then me it towers over my work. What can I do?? Am I allowed to do anything?? Paint, Trellis?? I am open to offers. Thanks

if this is on the boundary, there's a possibility it'd be treated legally as a party structure - what d'you think tony?
If that's the case, you would be able to paint it or put trelis up & grow a climber (but beware of self clinging types that may harm the wall). Maybe you could check with your local planning department & check your house deeds for info on structures built on a shared boundary?

If it is a party structure, then it should be defined as such in the property deeds, as you say. However, the wall of a sectional concrete garage is not normally accepted as a party wall unless a pre-existing wall or structure has been removed to make way for it.
