Gravel on poor patchy tarmac (concrete underneath) - Possible to lay a gravel on patchy tarma

Setts and cobbles, tarmac, asphalt, resin systems, concrete whether it's plain, patterned or stencilled, gravels, etc.

I have inherited a patchy (very thin) tarmac driveway in our new home. I want to lay a gravel driveway.

I understand the problems with laying gravel directly on hard surfaces, but I wonder if it would be possible to lay a layer of hoggin with the fines in over the tarmac/concrete, compact this down, then lay a finish gravel over the top ?

Probably not. Hoggin is far too variable to make predictions regarding its performance.
