There's a pub in Liverpool where you can buy any plant, any tool at all, in exchange for beer vouchers with no VAT, no tax of any sort, and no receipt. There's a risk that the Bizzies might pay you a visit to take it back, but if you want cheap....!
EBay is the best place for private sales. You get some self-builders who have bought them to use during their build then sell them on when completion is finally achieved. The trade sites are all legit and above board and VAT-able, but they do have the little Kub's every now and again.

I bought my own Stihl Saw back 5 times from that pub. There was no point in kicking up a fuss about it being nicked the day before, or the fact that it had my initials etched into chassis, as there were several large gentlemen in attendance who would not look favourably on the integrity of their chums being questioned. Just pay the 20 quid and leave discreetly with a Stihl-shaped black bin bag.
I also once bought back a block splitter nicked an hour earlier - now that's a quick turnaround!
