do I need to add something to stabilise kiln dried sand or will it set itself?
Will kiln dried sand go mouldy/require maintenance overtime?
(I have 45sq m of bradstone panache ground concrete flags, close jointed (1mm to 5mm)) that I am looking to infill the gaps.

when you open the 25kg bag its very fine grains of sand what will just run through your fingers if you picked up a handful, it will not go mouldy but might need topping up from time to time in the joints
you could use a sand stabiliser to keep the kiln dried sand in position once all the paving has been completed
if the paving is laid with 1mm to 5mm joints then kiln dried sand is the only choice as any other jointing product requires the joints to be a lot wider
