Sumps & pumps - Garden drainage problem

Foul and surface water, private drains and public sewers, land drains and soakaways, filter drains and any other ways of getting rid of water.

My garden floods very badly several times a year and there is nowhere to drain the water too apart from a surface water drain which is about 2ft above the level of the garden.
The only option that I think I have is to use land drain pipe, create a concrete sump and then use some kind of pump to get the water to the nearest surface water drain.
I would like the pump start automatically so I was thinking that I could use a submersible one similar to the ones found in Machinemart ? Would the pump be ok left in the sump all year round ?
Has anybody done anything similar or can think of a better solution ?

To reduce the pumping distance I would like to extend the existing drain to nearer the sump.
Is there any legislation regarding extending drains or pumping water into a surface water drain that I need to consider ?
