The area will be used by school children.
Play equipment installed in the area will be a maximum of 0.6m high.
The area in which the wet pour is to be installed is currently tarmac.
The wet pour will be laid to the level of surrounding area, so at what depth should we excavate and what should be done to allow drainage as ive heard wet pour is quite permeable.

Different application to what I had in mind.
TrySSP. They recycle truck tyres and make granular blocks which are nice and bouncy for children to fall on, drain well and are kind to the environment!

I want to install a wet pour rubberised safety surface on tarmac.
I know that i need to drill holes to allow for drainage but does the base need to be primed before laying the wet pour, and if so what with.
I will install pcc edging around the perimeter. Do i need to increase the thickness of wet pour around the edges to give more strength.

Wet pour rubberised surfaces are trouble. My strong recommendation would be - don't try to reinvent the wheel.
Drilling holes will not be sufficient on a largish area, a porous surface is required. Similarly you have to consider slip-resistance. Wet pour will not give you a safe surface without additional treatment. Any ingress of moisture while pouring will lead to premature failure.
The recycled tyre blocks are a proven standard. If the instalation is in a school, you might not get much choice in what materials you use anyway.
If you're still really excited about going this route, prefabricate blocks off site and install in modular form. You'll need to experiment with different compounds (probably a 40a material will give suitable shock-absorbency) and with mould configurations to give correct shock absorbency, drainage, grip, etc.

Wet pour really ought to be done by an experienced contractor. There are so many variables in getting it right, and the stuff is curing from the moment the initiator is added, that it's a bloody nightmare to work with.
We did a number of kids' playgrounds a few years back: we laid the substrate, the edgings, put up the fences, cast plinths and anchor blocks for the swings and slides and climbing frames, and I had it in my head to watch the first wet-pour installation and then do the rest of the sites with my own men. The lads I brought in to do the wet pour had been at it for a good few years and I was surpised at how invilved it was, how much trouble they had to go to working around obstacles, getting the finish 'just right', working fast enough to have the wet-pour at its most workable .... I soon decided that they would be working with us on the rest of the sites. It just wasn't worth me trying to save a few quid by having our lads balls it up, which I was fairly confident they would, given half a chance.
It's like car machanics: there's some bits you can do yourself and some bits best left to the experts. Anyone can change a tyre or flush through a radiator, but when it comes to fitting new brakes, you're better off leaving it to those in the know.
