I lived in Rio for 6 months and saw some crazy building practices. Worst was on the main street through Ipanema, a guy was 1 flight up standing on a ledge and breaking it off with a jackhammer. No lanyard, no harness, no goggles etc I wanted to stay and see if the ledge came down with him on it but had to get to training.
